SB 1314 schools; student data privacy (Allen) passed Senate Final Read on a 25-3 vote and is ready for the Governor. This bill requires operators to implement reasonable security for student data and requires LEAs to adopt policies that include a parental notification regarding internet and technology use. ASBA supports.
SB 1042 teacher certification; reciprocity (Allen) was amended today in a free conference committee. This bill requires SBE to adopt alternative teacher preparation programs that are substantially different from traditional preparation programs, allows reciprocal certificates to be issued as standard certificates and increases the standard certificate to 12 years. Additionally, it allows school district and charter schools to apply for the authority to approve teacher certifications as a classroom-based alternative based prep program. ASBA is neutral.
HB 2389 governmental entities; diplomas; transcripts; recognition was signed by the Governor on 4/18.
School Boards Oppose Expansions of ESAs
We want to thank the following school boards who are taking a stance in opposing the expansion of Empowerment Scholarship Accounts by passing resolutions at their school board meetings.

Amphitheater Public Schools

Pendergast Elementary School District
Kingman Unified School District
As you know, Senate Bill 1431 was recently passed by the Legislature to expand ESAs beginning in 2017-18. This is a direct conflict with ASBA’s Political Agenda, and a massive blow to our K-12 public schools.
We encourage all school boards to pass this resolution at your next school board meeting. Together, we will stand united declaring a clear opposition of ESAs.

SBE Votes on Final Accountability Plan Monday
This is just a reminder that the State Board of Education will be adopting a new A-F accountability plan next Monday at 9 a.m. The A-F Ad Hoc Committee worked for several months to develop recommendations that the Board will consider Monday.
