Legislative Updates

ASBA advocates on behalf of its member boards at the Arizona State Legislature, and at all levels of government, including at the Governor’s Office, at the State Board of Education and even in Congress, as well as in our state and federal courts. In addition, the association provides resources, training and opportunities to Arizona school board members interested in engaging in advocacy on behalf of their districts and Arizona K-12 education at the local, state and national level.

ASBA uses Capitol Impact software to track education-related bills that are moving through the Arizona Legislature. The software lets you track the bill as it moves through the process and to note ASBA’s position. Simply click a position to see which bills ASBA is supporting, opposing, etc. Or you may view all bills we are currently tracking. Please note that only those bills that are scheduled for a committee hearing will appear in the system.

Comprehensive Legislative Wrap-Up Brief
Each year, when the legislative session ends, ASBA provides a wrap-up brief of all the education bills that were tracked throughout the year. The brief includes bills that were signed, vetoed, failed and lost in the process. To view previous legislative wrap-up briefs, follow the links below.

Campaigning Do’s & Don’ts
It is imperative that campaigning and advocacy efforts of ballot measures by school board members and public school employees stay within the bounds of the law. Arizona Revised Statutes section 15‐511 (A.R.S. §15‐511) prohibits school districts from using school resources to influence the outcome of an election. Request to Speak System
The Request to Speak system was designed to replace paper sign in slips for those requesting to speak on a bill in a House or Senate Committee meeting. Constituents can now use this system to sign in from anywhere and comment on bills moving through the process. In order to use the system, you must create your account at the capitol, but your ASBA GR team will do that for you. Just fill out the form here, and once you are registered, ASBA staff will send you your username and password. Then start commenting on bills from home!
