ASBA Update: Auditor General’s School Emergency Response Plan Audits

In December, the Joint Legislative Audit Committee (JLAC) ordered the Office of the Auditor General to conduct a statewide special audit of school districts and charter schools regarding a number of emergency planning activities. The first of these audits will focus on school district and charter school emergency response plans, and is beginning this month, said Chris Kotterman, director of governmental relations for ASBA.

The auditor general conducted two information sessions in late January and has posted an FAQ on its website, but we also had the opportunity to meet with representatives from the office to discuss important points regarding the audit process.

First and most importantly, the office will be releasing a survey on or about February 12 to all school districts and charter schools, inquiring about current emergency planning practices and procedures. Districts will have approximately two weeks to respond. Please prioritize completing this survey on time. The office has said if you do not complete the survey, the odds of being selected for a field visit will increase.

Second, districts can prepare by assembling information regarding their emergency response plans, the status of practices outlined in the plans, the dates last reviewed, which software programs are used for emergency response planning, etc. Once the survey phase is complete, the office will select a sample of school districts and charter schools for site visits. If you are selected for a site visit, the office asked that we pass along the message that cooperation with their requests will make the process much easier. They will not pick another district for lack of response to their outreach. If you are selected, then you cannot be un-selected.

For more information on timelines to take out a packet to be a school board candidate in the upcoming 2024 elections, please let prospective school board members know to go to your county’s educational service agency’s website.

For example, at the Maricopa County Educational Service Agency go to Governing Board Elections & Candidate Information to find qualifications for serving as a school board member, filing a statement of interest, finding out about campaign finance trainings for school governing board candidates, filing a statement of organization, filing petition signatures, important dates and deadlines and scheduling an appointment to file your candidate paperwork.

The Black Alliance focuses on the school board’s role in improving opportunities and outcomes for Black students through activities that:

  • Enhance understanding of equity in education.
  • Improve service delivery to ASBA members around equity in education.
  • Improve recruitment of leaders who reflect the demographics of their communities.
  • Increase member access to public education allies for underrepresented students.
  • Increase cultural and social competence among public education leaders and partners.

The president of the Black Alliance serves on the ASBA Board of Directors, as well as the ASBA Legislative Committee and ASBA Equity Committee.

Arizona high school seniors who attend classes in a school district that is a member of Arizona School Boards Association are invited to apply for ASBA Scholarships.

Applications for ASBA Scholarships sponsored by Arizona Council on Economic Education opened Feb. 1, 2024, and will close at 5 p.m. on March 29, 2024.

The Jack Peterson Scholarship is awarded annually to at least one Arizona high school senior who plans to pursue education as their major course of study at the college level. Amounts of the awards vary from year to year and are based on annual earnings from the scholarship endowment. Scholarship amounts typically range from $1,000 to $1,500. The scholarship was established in honor of ASBA Executive Director Jack Peterson, who served the association from 1991 to 1998. 

The Panfilo H. Contreras Honorary Scholarship was awarded for the first time in 2013 by ASBA’s Hispanic-Native American Indian Caucus. Hispanic and Native American Indian students are eligible to apply for this scholarship to support their attendance at an accredited postsecondary institution. Last year’s scholarships were $1,000 each. 

The Georgie and Calvin Goode Student Scholarship was established by ASBA Black Alliance in 2021, and was awarded for the first time in Spring 2022. Two scholarships are available. Awards range from $1,000 to $1,250. Scholarships will be awarded to high school seniors who demonstrate an exceptional record of academic growth and a commitment to service to others. Applicants must be a currently enrolled senior in an ASBA member district, Black or of African descent and planning to further their education at an accredited postsecondary institution.
