Executive Search Firm Change and New Timeline  

The ASBA Board of Directors has an update regarding our ongoing search for the best candidates to lead our association forward. After careful consideration, the ASBA Board of Directors and the search committee have decided to make a strategic change in our approach, which resulted in the hiring of The Moran Company as our new search consultant.  

While this adjustment has resulted in a slight delay in our timeline, we are confident that it will enhance the quality of our search process. 

Our target remains to welcome a new executive director by September 1, 2024. To kickstart the process, the job posting will open later this week on the ASBA website, allowing ample time for interested candidates to apply. 

We have set specific milestones to ensure the smooth progression of the search: 

  1. Semifinalist Interviews: The Moran Company aims to conduct these interviews by June 15, allowing the search committee to narrow down the candidate pool and identify top contenders. 
  1. Final Interviews: By August 3, final interviews will be conducted with selected candidates to determine the best fit for the position. 

We appreciate your patience and support as we navigate through this transition. Rest assured; the Board of Directors are committed to selecting a highly qualified individual who will effectively lead our association into the future. 

Your Role in Shaping the Agenda for the 2025 Legislative Session is Paramount   

Proposals due June 10 

It is time once again to begin the process of developing the ASBA Political Agenda for the 2025 legislative session. Though we are still in the process of completing the 2024 session, in order to meet the timeline to develop next year’s agenda, we must start planning for next year. It is our pleasure as your GR staff to facilitate this important process and we look forward to hearing your proposals.    

As you know, your input to the Legislative Committee is critical. We ask that you take a moment to review the current 2024 ASBA Political Agenda and reaffirm your top five priorities. Furthermore, you may submit additional priorities you would like the Legislative Committee to consider. Click here to submit the form online. Once submitted, these proposals will be compiled by staff and provided to the ASBA Legislative Committee for consideration. The Committee will then create a draft document that will be circulated to all governing boards and superintendents. This draft agenda will be the basis for discussion and final approval at the official Delegate Assembly on Saturday, September 7th.  

The timeline is as follows:  

  • Monday, June 10th– Proposed Items Due  
  • Friday, June 14th– Legislative Committee meets  
  • Week of June 24th–Legislative Committee recommendations sent to all governing board members and superintendents  
  • August 2024—Members reminded to review draft agenda and select delegates  
  • Saturday, September 7th– Delegate Assembly (Saturday morning following the Law Conference)  

As a reminder, you should schedule this item on an upcoming Board agenda for discussion. Please remember, only one submission per District and it must reflect the collective will of the Board. These proposals are due by the close of business on Monday, June 10, 2024.  

This document is a policy document. It is referred to as the “political agenda” within the ASBA bylaws, however you will note that the content is 100% focused on education policy issues within Arizona and is used by the association to pursue public policy goals that support district schools across the state. The 2024 Delegate Assembly will determine the positions of the Arizona School Boards Association for any future Special Sessions of the current legislature and for the First Regular Session of the Fifty-Seventh Arizona Legislature. In addition to submitting proposals, your board can help craft ASBA’s advocacy stances by registering your district’s delegate.   

Your delegate will represent your district at the Delegate Assembly, a critical meeting where the views of your district can be represented and discussed. The Delegate Assembly will be held on Saturday, September 9th at the JW Marriott Scottsdale Camelback Inn. Delegate registration will open on the same date as registration for the ASBA Law Conference.

Universal Eligibility Fuels ESA Expansion: State Funding Surge Raises Concerns 

The number of students enrolled in Empowerment Scholarship Accounts (ESA), vouchers that pay for students’ private school tuition with public tax dollars, continues to grow, according to a report released in January 2024.  

From July 1, 2023 to September 30, 2023, there were 66,457 students enrolled in the ESA program, more than 75% of students were eligible under the universal K-12 category and more than 55% of students received ESAs that ranged from $7,000 to $7,999, according to The Arizona Department of Education | Empowerment Scholarship Account program — Fiscal Year 2024 Quarter 1 Report that was presented to the Governor, the President of the Senate, the Speaker of the House of Representatives, the Director of the Joint Legislative Budget Committee and the Director of the Governor’s Office of Strategic Planning and Budgeting.  

“Arizona Department of Education has been updating the ESA count weekly, and since I began tracking in mid-August 2023, the average is an additional 427 students enrolled into the program every week,” said Dr. Anabel ASBA Journal 19 Aportela, Ph.D., education consultant. “Since the beginning of 2024, the weekly average is 373 per week.” When ESAs were created in 2011, only students with disabilities were eligible to use them and students needed to be previously enrolled in a public school.

Policy Subscriber Survey Extended

Continuation of Regional Superintendents’ Meetings 

ASBA Acting Executive Director Ellen White, President Desiree Fowler, Executive Assistant Kristi Sisk and County Directors have actively engaged in regional superintendents’ meetings throughout the state. These gatherings have provided a valuable platform for connecting with members, sharing updates on the association’s advancements, and discussing forthcoming initiatives. 

ASBA just visited Santa Cruz on April 24 and scheduled to visit Cochise on May 20. Our steadfast dedication to rebuilding trust and integrity within ASBA persists, and these meetings have been instrumental in furthering this mission.

Your dedication and commitment to supporting student success are invaluable, and we welcome your participation in this important endeavor. Judges are selected by September of every year. 

Delegate Representatives: Amplify Your Voice 

As a delegate representative, you have the opportunity to serve as a voice for your district and contribute to ASBA’s decision-making processes. By participating in the ASBA Delegate Assembly and the Annual Business Meeting, and representing your district’s interests, you can help shape ASBA’s policies and positions on key educational issues. Your advocacy efforts as a delegate representative can have a direct impact on the policies and initiatives that shape the future of education in Arizona. Delegates are voted on and approved by your school district board by August of every year. 

County Directors and Board of Directors: Lead with Purpose 

For those ready to take on a leadership role, consider serving as a County Director or member of the Board of Directors. As a County Director, you’ll have the opportunity to represent your county and collaborate with fellow directors to address the unique needs of your region. And for those seeking to make a statewide impact, joining the Board of Directors provides a platform to lead with purpose and drive ASBA’s mission forward. Nominations open August and close early fall.  

Lead or Join the Alliance: Advocate for Positive Change for all Students 

In addition to these opportunities, ASBA is proud to offer involvement in our Black Alliance, Hispanic Native American Indian Caucus, and Rural Alliance. Chair and Vice Chair position elections are held every two years during a business meeting for the Black Alliance and HNAIC in conjunction with the ASBA Annual Conference in December. Both Chair positions also serve on the ASBA Board of Directors.  

These groups offer a platform for members to advocate for equity and inclusion in education, addressing the unique challenges and disparities faced by underserved student populations and working to ensure that all students have equal access to quality education. By getting involved with these groups you can be a part of a powerful movement for positive change in Arizona’s educational landscape. Members can sign up for any group all year long.
