Professional Development for Governing Boards
The professional development facilitators at ASBA include former board members and educators as well as experienced education leaders. Our facilitators have extensive experience working with districts across Arizona’s diverse rural, urban and suburban communities. Our facilitation modules support ASBA’s mission of cultivating excellence in locally elected governing boards, providing practical resources for boards seeking to strengthen their governance practices.
ASBA can customize single or multi-topic professional development sessions to meet the specific needs of your governing board. In addition to our content experts on staff, we also have access to a network of professionals who can support any type of professional development need, including Open Meeting Law and school finance.
Foundations of Governance
Roles and Responsibilities of The Board and Superintendent
Effective teams understand the roles and responsibilities of each team member. During this facilitation, we take a deep dive into the different yet interconnected duties of the superintendent and board, including the distinct role of the board president. The 8 Characteristics of Effective Boards will also be reviewed and discussed.
Board Operations Handbook
ASBA provides member districts with a template board operations handbook that can be customized to fit local needs. An ASBA governance expert will facilitate discussion of the template, guiding the board and superintendent team through tailoring its content to reflect their specific practices and priorities. The handbook addresses a range of topics, including board meetings, governance, communication, and working together as a team.
Board Retreat Facilitation
This customized retreat model allows governing boards to define their priorities and shape their agenda. ASBA facilitators work with district leaders to design and lead sessions that address key challenges and opportunities. The experience emphasizes collaboration, focused dialogue and actionable outcomes aligned to the board’s goals and community needs.
Board Self-Evaluation
Using ASBA’s free online Self-Evaluation Tool, the board-superintendent team completes an online survey, and ASBA provides a complimentary report of the results to the governance team. Teams can choose to review the results on their own or have an ASBA facilitator guide the discussion (see description of the board self-evaluation facilitation).
Board Self-Evaluation Facilitation
Using the results of the ASBA board self-evaluation, our facilitators will review the evaluation results, help interpret the data collected and identify areas of opportunity for improvement. Building on these findings, your board will identify areas of opportunity that can be used to draft SMART goals for your district.
Effective Board Meetings
Board meetings are not only the way the board conducts its business; they are also an opportunity for the public to observe the board’s work. This facilitation helps your team identify ways to have productive, efficient, and informative board meetings. We will cover topics such as agenda setting, rules of order, meeting pacing, and board norms.
Communication Protocols
Using district policy as a guide, an ASBA facilitator will help the governance team establish and document agreed-upon protocols for communication with each other, staff and community. At the end of this facilitation, the governance team will have discussed and agreed on a set of protocols. ASBA will create a document to summarize those agreements that can be reviewed and updated annually.
Developing a Progress-Monitoring Calendar
Setting goals is only the first step—consistent progress monitoring is what determines whether they’re actually achieved. This facilitation will help your board develop a progress monitoring calendar, ensuring members stay fully informed about progress being made and any necessary strategy shifts.
AI and the Board's Role in District Implementation
New, different and unfamiliar district initiatives raise questions about the role board members play in their implementation. In this facilitation, you will discuss the fundamentals of AI – what it is, what it is not, and what you need to know. Your board and superintendent team will review the board’s role providing oversight of your district’s AI implementation plan. You’ll also have the option to develop a monitoring plan so the board can be updated regularly on the status and impact of the AI in the district.
Strategic Planning Overview
Is your governance team ready to take on a strategic planning process? In this session, we will provide you with ASBA’s strategic planning framework, review the roles for members of the governance team, discuss timelines for strategic planning and facilitate discussion that will enable your team to decide if the time is right for your community to undergo a strategic planning process.
Superintendent Evaluation
One of the primary responsibilities of governing boards is to evaluate the superintendent. A formal evaluation is a critical accountability tool for monitoring the superintendent’s performance. In this facilitation, the board and superintendent will discuss ASBA’s superintendent evaluation tool (or your own), the evaluation cycle, and best practices for conducting an evaluation that strengthens both superintendent and district performance.
Advocacy Training
ASBA helps governing board members and district leaders strengthen their advocacy skills and communicate effectively with policymakers. Training covers legislative engagement, message development, storytelling, relationship-building and practical strategies for advancing district priorities while maintaining appropriate roles and responsibilities.
Strategic Goals and Progress Monitoring
The most important part of goals is the monitoring of them and many organizations leave this to chance. This facilitation will help you develop a progress monitoring calendar, so your board is fully informed about the progress being made or strategy shifts that need to be made.
Governance Team Culture
4 C's of Civil Discourse with The Ohio State University
Effective governing boards function as a team with each person on the board contributing their input, perspective and expertise. Sometimes the discussions around agenda items can be divisive. The 4Cs ask that participants of civil discourse be curious, charitable, conscientious and constructive. This facilitation on the 4C’s will give you the framework and tools you need to keep board discussion and voting issue-focused, not people-focused.
DiSC® Workplace Assessment
This interactive session introduces the DiSC Workplace Assessment as a tool for understanding team dynamics. Participants learn how individual communication styles affect collaboration and decision-making. Through guided activities and real-world application, board members gain strategies to improve communication, reduce conflict and build a more cohesive and effective governance team.
Relational Leadership
Relational leadership emphasizes the quality of the relationship between a leader and those they lead. Relational leaders understand their own motives, stories, and growth.
Participants will learn how to establish meaningful, sustainable connections by leveraging commonalities—such as shared values, beliefs, and experiences—to engage stakeholders deeply in work toward common, mutually valuable goals.
Operational
Continuous School Improvement
ASBA staff can work with district and school leaders to identify the leadership practices that produce early progress and establish the foundation for sustainable school improvement. This support focuses on evidence-based practices in leadership, talent management, instructional capacity, and student-centered culture to strengthen academic success for all students.
Strategic Workforce Planning and Retention
ASBA staff can help district and school leadership teams analyze retention and attrition patterns, establish strategic hiring priorities and implement practices that strengthen educator and paraprofessional support. The goal is to help districts move from short-term staffing responses to intentional strategies that attract, develop, and retain high-quality employees.

Conflict of Interest
An ASBA contracted attorney from Osborn Maledon will provide information regarding the parameters of Arizona’s conflict of interest statutes and what board members need to know and do to comply with the law. The training will also include a general requirements of Arizona’s gift clause and what it means for board decisions.
